Open-Source Stack for Indian MSMEs: Building a Full Digital Backbone Under ₹10,000 per Month

SHAMIIT Research Desk · Shami Innovation and Technologies LLP · 12 October 2026 · Category: Low-Cost Tech

Abstract. India has more than 8.84 crore enterprises registered on the Udyam platforms, and most are micro units with thin IT budgets [1]. This paper asks whether a 10-person MSME can run its core digital backbone (accounting with GST, inventory, CRM, HR, file sharing, monitoring, password management and backups) on open-source software for under ₹10,000 per month, all costs included. We design a two-server reference architecture, price it at current Indian VPS and service rates, and compare it with a subscription (SaaS) stack across team sizes. The reference stack costs about ₹9,158/month at renewal prices (₹7,458 in the first promotional term) including a part-time administration allowance. Under our assumptions it is not cheaper for an accounting-only firm, but it overtakes SaaS at roughly 10 users once CRM, HR and helpdesk modules are needed. We also cover compliance (GST e-invoicing, the DPDP Act), risks, and a six-week rollout plan.
Keywords: open source, MSME, ERPNext, GST, self-hosting, total cost of ownership, DPDP Act

1. Introduction

Formalisation has pushed MSMEs towards software. Registrations on the Udyam Registration Portal and Udyam Assist Platform rose from 0.79 crore in FY22 to 7.83 crore by February 2026 [2], and the Ministry told Parliament the count had passed 8.84 crore by 30 June 2026 [1]. By March 2026 the split was about 4.72 crore on Udyam and 3.21 crore on Udyam Assist [3]. These counts include informal micro units onboarded through Udyam Assist, so they overstate the number of firms that can afford a full ERP. Still, the direction is clear: more businesses need invoicing, GST filing, stock records and customer data, and each pays a per-seat subscription for each.

The research question is: can an open-source stack deliver a complete, GST-compliant backbone for a small team for under ₹10,000 per month, and when does it beat SaaS? We treat “cost” as total cost of ownership (TCO), including the human time to run it, because free licences are not free operations.

2. Background and Literature

Economic value of open source. Hoffmann, Nagle and Zhou estimate the demand-side value of widely used open-source software at $8.8 trillion and find firms would spend about 3.5 times more on software if it did not exist [4]. Harvard’s summary adds that boards should recognise the cost savings but also invest in maintaining what they depend on [5]. For a small firm, this argues for contributing back (bug reports, small payments to maintainers) rather than treating OSS as a free lunch.

India fit. ERPNext, from Frappe, publishes India-specific features: GST reports, TDS, e-way bills and HSN/SAC codes [6]. The India Compliance app covers GST registration, tax templates and e-invoicing and e-way bill generation [7]. Frappe states ERPNext has no per-user pricing, so hosting is the main cost [8]. On Frappe Cloud, e-invoicing is bundled; self-hosters must arrange a GSP/IRP connection themselves [7][8].

Subscription benchmarks. Google Workspace lists in India at ₹99 (Base, max 20 users), ₹270 (Starter) and ₹1,080 (Standard) per user per month, excluding 18% GST [11][12]. Zoho Books has a free plan for turnover under ₹25 lakh, then paid plans around ₹899 (Standard) and ₹1,499 (Professional) per organisation per month, with extra users at roughly ₹150–180 each [13][14]; third-party sources quote ₹749 for Standard, so check Zoho’s page before deciding. TallyPrime Silver is ₹18,000 one-time or ₹600/month rental [15].

3. Methodology

We (i) selected one mature open-source tool per function, (ii) designed a two-server layout, (iii) priced infrastructure from Indian rate cards, (iv) listed non-licence costs as explicit assumptions, and (v) compared against SaaS using a parametric model. Prices exclude 18% GST, which registered businesses can generally claim as input credit [12]. Assumptions marked * are the authors’ estimates, not quoted prices; they are the weakest part of the model and should be replaced with your own quotes.

Figure 2. Reference architecture. Email stays with a paid provider because self-hosted mail deliverability is a recurring operational burden.

Server 1 (4 vCPU, 16 GB, 200 GB NVMe) runs the business apps; Server 2 (2 vCPU, 8 GB, 100 GB NVMe) runs monitoring, passwords and backups, and doubles as a restore-test target [9][10]. Hostinger’s published India plans are KVM 2 at ₹799 and KVM 4 at ₹1,099 per month on the promotional term [10], rising to ₹1,199 and ₹2,399 at renewal [9]. Sizing is an engineering estimate for 10–15 users, not a benchmark.

Figure 3. Monthly cost of the reference stack for 10 users at renewal prices. Teal = quoted rates [9][11]; amber = author assumptions (*).

At renewal prices the stack costs ₹9,158 per month (₹109,896 per year), or ₹7,458 during the promotional term. Using Workspace Starter (₹270×10) instead of Base brings it to ₹10,868, just over the cap [11]. The largest line is people time (₹3,000), which is why we model it explicitly.

5.1 When does open source win?

The SaaS comparator is Zoho Books Professional (₹1,499, five users included) plus ₹165 per extra user (midpoint of [14]), plus an assumed per-user fee A for CRM, HR and helpdesk tools. Email is excluded from both sides because both stacks use the same provider. The open-source side steps up when apps need a larger server (KVM 8 above 15 users, two KVM 8 above 40).

Assumed extra SaaS fee A (₹/user/month)0300600900
Break-even team size≈85 users≈21 users≈10 users≈8 users
Honest reading. If you only need accounting, a subscription (or Zoho’s free tier under ₹25 lakh turnover [13]) is cheaper for a very long time. Open source pays off when you need several modules, have many users, want data on your own server, or want to customise the system. The break-even depends almost entirely on A and on what your admin time is worth.

Figure 5. Six-week rollout with a parallel-run period before cut-over.

Start with accounting and GST on ERPNext, keep your current tool read-only for one filing cycle, then add stock, CRM and HR. Test a full restore from backup before go-live, not after the first incident.

7. Security, Compliance and Risk

DPDP Act. The Digital Personal Data Protection Rules were notified in November 2025 and phase in over about 18 months; the substantive obligations (security safeguards, notices, breach reporting, erasure) apply from mid-May 2027 (sources give 13 or 14 May) [16][17]. Processing personal data in India is allowed on foreign or Indian servers unless the government restricts a destination, and fiduciaries must flow security duties down to processors by contract [18]. Self-hosting makes you directly responsible for safeguards, so budget for access control, encryption at rest, and breach procedures.

Operational risks. (1) Single-admin dependency: document everything and keep a second trained person. (2) Patching: enable unattended security updates and review monthly. (3) Promotional pricing: renewals are about 50–100% higher on some plans [9][10]. (4) GST connectivity: confirm your GSP’s price and uptime for e-invoicing, which the model assumes at ₹1,000 [7]. (5) Incident reporting: India’s CERT-In directions require prompt incident reporting and log retention [19]; confirm current terms.

8. Limitations

This is a desk study. Costs for backup storage, GSP access, domain and admin time are assumptions; sizing is untested on your workload; licence terms were not re-verified; Udyam counts mix formal and informal units; and Zoho prices differ across sources. We did not model downtime cost or migration effort beyond the six-week plan.

9. Conclusion

A full backbone on open source fits inside ₹10,000 per month for a 10-person firm if email stays on a paid service and a part-time administrator is budgeted. It is a poor choice for a one-module accounting need and a good one for growing teams that want ERP, CRM and HR under one roof with data on their own servers. Pilot with accounting, measure admin hours for one quarter, and then decide.
